With reference to the late Sir Everard Fraser's letter of the 15th March, 1922, on the subject of
the sente me of penal servitude for life passed
on Abdul Jabar, i have the honour to inform you
that I do not consider it desirable that this
prisoner should be sent there to serve his sentencé
in Victoria Gaol,
Hongkong is not a very suitable place for an
Indian, and especially one who has not been resident here, to serve a long sentence am it has been the
practice of this Goverment wherever possible to
get long sente med Indian prisoners tramferred to their native country. The present gol is very commeted and is inadequate for our own prisomra.

should be sent to India rather than to this Colony.
